System Overview
The Closed Account Notification System (CANS) was implemented to allow financial institutions to send information to Check Verification Entities (CVE) when requested by a customer who is a victim of an offense under §32.51, Penal Code. Financial institutions are defined as a bank, savings association, savings bank, or credit union maintaining an office, branch, or agency office in the State of Texas. CANS is a secure webpage that electronically transmit customer information from financial institutions to CVE. All new customer information will be transmitted to the CVEs daily through CANS.
Why do I keep getting the windows "This page contains both secure and nonsecure items. Do you want to display the nonsecure items"?
- The system is designed for Internet Explorer 7.0. If you are using an earlier version, or another browser you may receive this message. To stop this message, upgrade to Internet Explorer 7.0.

What if my institution is not on the Entity list?
- First, verify that you selected the correct entity type in the Entity field. If you have the correct entity type and still don't see your entity listed under Entity Name, contact the Joe Broz at the Texas Department of Banking at 512-475-1304, or email cans@dob.texas.gov
What is the MICR#?
- Magnetic Ink Character Recognition (MICR), or routing number, is a nine digit bank code, used in the United States, which appears on the bottom of negotiable instruments such as checks that identifies which financial institution it is drawn upon.
What can I do if I need to report a compromised account today?

If you forget your password, select the Forgot Password link, enter your Username and your password will be emailed directly to you.
Report Compromised Accounts
What do I enter in the Local Contact Name and phone number field?
- The system is setup to send the bank's primary contact information to the check verification company. If a person other than the primary contact needs to be contacted about the notification, the institution should add this information in the local contact name and phone number fields. The local contact name and phone number should be left blank if the Primary contact is the person to contact about the notification.
How do you enter a foreign country phone number or address?
- All new customer information will be transmitted to the CVEs daily through CANS at AM PM?
What is the “Other” field for?
- Use the Other field if the ID provided is not a Drivers License, State Issued ID, or Military ID. The type of ID provided must be entered into the Other field (e.g. Passport).
How do I add more than one account?
- Select the “Add Account” button on the bottom of the form.
What if I want to stop all checks on the account?
- Leave the starting check numbers and ending check numbers field blank.
Where can I find the sworn statement?
- The Department designed a model authorization form for financial institutions on our website. The forms were developed for industry convenience and the use of the model authorization form is not mandated by the statue. Financial institutions can develop a form based on the statue requirements.
How often will the Department send submitted compromised report information to the CVEs?
- The data will be sent nightly.
How do I print a receipt?
- When you select the “Submit” button, you will be asked to verify several key fields. A pop-up will follow and ask if you want to print a receipt.

When I select the Print button, the screen goes back to the menu, where is the print out?
- The system uses Adobe Acrobat to create reports, make sure you have Adobe Acrobat installed. Reports are opened in a new browser window. The window may have opened behind your application window. Minimize the application window, or look at your task bar for other browser windows.
Rescind/View Existing Compromised Reports
What if I made a mistake and need to remove the report from the system?
- Go to Rescind/View Existing Compromised Reports and select the report you would like to delete. If the mistake was found the same day the report was entered, you will see a delete button. Select the Delete button and the report will be deleted. If the report was not the same day, you will see a Rescind button, Select the Rescind button and a correction entry will be sent to the check verification companies.
Deleting the report will stop the report from being sent to the check verification agencies, rescinding the report will send a corrective action to the check verification agencies notifying them to remove the stop from their system. The transaction number will remain in the history.
